Bids for Snow Removal
2023-2024 Season
The Corporation of Harpers Ferry is currently seeking snow plowing/snow removal bids for the 2023-2024 season.
Bidders must be licensed and insured in the State of West Virginia and must obtain a current business license with the Corporation of Harpers Ferry. Bidders must be able to respond after an accumulation of 2 inches of snow and continuing during the duration of the storm. Also, in a timely manner, the spreading of environmentally approved salt to abate ice accumulation will be required.
Bidders must be capable of plowing snow and clearing all streets within the Corporation including the Town Hall parking lot and removal of snow from the sidewalk in front of the Town Hall and on the sidewalks on Washington Street through High Street to Hog Alley and from both sides of Potomac Street. The contract shall include a street clean-up sweeping at the end of the season.
A list of all equipment and hourly rates shall be included with the bid proposal, including salt spreading equipment, sale, and aggregate costs.
Maps of the street layout are available at the Harpers Ferry Town Hall. Bids must be received no later than noon, Friday, September 8, 2023. INVITATION TO BID
The Halltown Colored Free School (Free School), a single story, rectangular-shaped masonry building, is located at 394 Halltown Road, Harpers Ferry, West Virginia 25425. The Free School was built in 1870 by freed slave Thomas Edwards to provide educational opportunities for his family and is a brick structure with a slate roof. The Free School was placed on the National Register of Historic Places in 2004, and is immediately adjacent to the Halltown Memorial Chapel. Both the Free School and the Chapel are administered by the Halltown Memorial Chapel Association (Association), a 501 c 3 organization,
This request for bids is regarding the Free School, and includes repairs to the existing masonry, restore the slate roof, restore the front door and build a replacement for the missing rear door. We encourage contractors with proven experience in historic preservation projects to submit bids for all work detailed below. This work includes:
Repair existing masonry
• repair hole in the stone foundation on the north side of the Free School and provide an access point to the foundation;
• repair cracked/broken concrete window and door sills and lintils;
• repair or replace broken or missing brick and repoint exterior brick walls; and
• repair/replace/stabilize brick on interior walls that may include reconstruction of a gable end chimney and any associated repair/replacement of brick necessary to properly support ceiling joists and rafters.
Restore slate roof
• remove existing roof to assess the need for framing and roof slate repair or replacement;
• save as much original slate as possible during roof demolition;
• repair or replace roof rafters and joists as needed;
• replace slate roof after framing repair or replacement using as much original slate as possible; and
• install gutters and downspouts.

missing rear door
• restore Free School front door, including the restoration of existing hardware or replacement with period-appropriate, compatible hardware;
• design and build period-appropriate replacement for missing Free School rear door that complements the restoration of the front door and install period-appropriate, compatible hardware;
• restore/repair existing transoms (replacement only considered if substantial amount of existing material cannot be used;
• restore/repair door sills (replacement only considered if substantial amount of existing material cannot be used); and
• properly glaze any period-appropriate replacement glass used in restoration of windows and transoms.
The bid should include and cover the furnishing of all materials, labor, tools, and equipment necessary for repair of the Free School concrete and brick masonry, restoration of the existing slate roof, and restoration of the existing front door and fabrication of a new period-appropriate rear door. Contractor will be responsible for removal of all project-related trash and debris.
The contractor must provide proof of the completion of three similar historic restoration projects in the past four years that have complied with the Secretary of the Interior’s Standards for Rehabilitation. The contractor must prove he or she has the ability to complete the project in a timely manner and meet all deadlines established by the Association. The contractor must provide copies of the required licenses and insurances to execute the work described in this Invitation to Bid.

On October 3, 2022, Roxul USA, Inc. applied to the WV Department of Environmental Protection, Division of Air Quality (DAQ) for a permit to modify a mineral wool manufacturing facility located at 665 Northport Ave., Ranson, Jefferson County, WV at latitude 39.3775 and longitude -77.8744. A preliminary evaluation has determined that all State and Federal air quality requirements will be met by the proposed facility. The DAQ is providing notice to the public of an open comment period for permit application R14-0037A.
The following DECREASES in potential emissions will be authorized by this permit action: Particulate Matter, -192.73 tons per year (TPY); Particulate Matter less than 10 microns, -99.49 tpy; Particulate Matter less than 2.5 microns, -83.59 tpy; Carbon Monoxide, -11.30 tpy; Oxides of Nitrogen, -70.39 tpy; Sulfur Oxides, -6.12 tpy; Volatile Organic Compounds, -274.78; Hazardous Air Pollutants, -131.11 tpy.
Written comments must be received by the DAQ before 5:00 p.m. on October 06, 2023. A public meeting regarding this modification will be held on September 19, 2023 at Pendleton Hall, located at 119 E.
